: The Convention on Human Rights and Biomedicine developed by the Council of Europe, now undergoing ratification, is the first international treaty focused on bioethics. This article describes the background of the Convention's development and its general provisions and provides a comparison of its requirements with those of federal regulations governing research with human subjects. Although most provisions are comparable, there are significant differences in scope and applicability, for example, in the areas of compensation for injury, research participation by persons (...) with limited capacity to consent, assisted reproduction, organ transplantation, and research in emergency situations. The Convention represents a milestone in international bioethics and protection of human rights that will probably be referred to with increasing frequency. (shrink)

Guided by the work of William Alston, Jonathan Adler and Michael Levin propose a solution to the generality problem for reliabilism. In some respects their proposal improves on those we have discussed. We argue that the problem remains unsolved.

For older workers, self-employment is an important alternative to waged employment. Drawing on social learning theory and social cognitive career theory we examine how attitudes toward one’s own aging, future time perspective (captured by perceived time left to live) and perceived support from referent individuals predict self-efficacy for entrepreneurship and outcome expectations, influencing self-employment interest. Findings from a sample of professional association members (n = 174, mean age 52.5 years), revealed that an open-ended time perspective relates positively to entrepreneurial self-efficacy, (...) while social support relates positively to outcome expectations. Consistent with social cognitive career theory, entrepreneurial self-efficacy mediated the relationship between future time perspective and interest in self-employment, and outcome expectations mediated the relationship between social support and interest in self-employment. This study extends current career and entrepreneurship theory in several ways. First, the inclusion of age-related psychosocial and sociocultural factors in the study model shed light on the intersection between older age, the contextual environment and development of self-employment interest. As versões do evidencialismo diferem quanto ao que conta como evidência, quanto ao que seja possuir algo como evidência e quanto ao que um dado corpo de evidência apóia. A tese secundária é a de que o apoio evidencial é necessário ao conhecimento. O evidencialismo ajuda a formular as questões epistemológicas de uma forma que (...) é ótima para que se perceba o núcleo dos problemas. Oferece soluções, sem mascarar as dificuldades. ABSTRACT Evidentialism is primarily a thesis about epistemic justification and secondarily a thesis about knowledge. It holds that epistemic justification supervenes on evidence. Versions of evidentialism differ about what counts as evidence, what it is to have something as evidence, and what a particular body of evidence supports. The secondary thesis is that evidential support is necessary for knowledge. Evidentialism helps to frame epistemological issues in a way that is optimal for seeing the heart of the problems. It offers solutions without disguising the difficulties. We illustrate this by considering the problems of a priori justification and skepticism. Evidentialism also provides the basis for understanding a variety of epistemological facts and concepts. We illustrate this by showing that evidentialism can explain how justification can be defeated, how attitudes other than belief can be the object of evaluation, and how the practice of philosophy itself is epistemically valuable. Two self-paced reading experiments investigated several factors that influence the comprehension complexity of singly-embedded relative clauses (RCs) in English. Three factors were manipulated in Experiment 1, resulting in three main effects. First, object-extracted RCs were read more slowly than subject-extracted RCs, replicating previous work. Second, RCs that were embedded within the sentential complement of a noun were read more slowly than comparable RCs that were not embedded in this way. Third, and most interestingly, object-modifying RCs were read more slowly than (...) subject-modifying relative clauses. This result contradicts one of the central tenets of complexity research: that nested sentences are harder to understand than their right-branching equivalents (e.g., Miller and Chomsky 1963). It is hypothesized that this result followed from a combination of two information-flow factors: (1) background information is usually presented early in a sentence; and (2) restrictive RCs—the form of the RCs in Experiment 1—usually convey background information. Experiment 2 tested this hypothesis by comparing restrictive and non-restrictive RCs— which generally provide new information—in both subject- and objectmodifying positions. The results of the experiment were as predicted by the information-flow account: Only restrictive RCs were read more slowly when modifying objects. Over the past ten years, we have worked in a collaboration between educators and computer scientists at the University of Illinois to imagine futures for education in the context of what is loosely called “artificial intelligence.” Unhappy with the first generation of digital learning environments, our agenda has been to design alternatives and research their implementation. Our starting point has been to ask, what is the nature of machine intelligence, and what are its limits and potentials in education? This paper (...) offers some tentative answers, first conceptually, and then practically in an overview of the results of a number of experimental implementations documented in greater detail elsewhere. Our key finding is that artificial intelligence—in the context of the practices of electronic computing developing over the past three quarters of a century—will never in any sense “take over” the role of teacher, because how it works and what it does are so profoundly different from human intelligence. However, within the limits that we describe in this paper, it offers the potential to transform education in ways that—counterintuitively perhaps—make education more human, not less. (shrink)

It is argued that human needs are not facts (properties, states, processes, relations) about people, but are values. The reasons presented for this position are (1) that needs are goal oriented and goals are things people value, (2) that ‘need’ functions as a basic motivational term, and (3) that disagreements about what people need are disagreements in attitude toward, and emotional attachment to, things variously considered to be valuable. If human needs are not facts, then, of course, health or medical (...) needs are not. Viewing health or medical needs as discoverable facts, rather than values, engenders certain difficulties in the following areas of concern: (a) Deciding when surgery is necessary and when unnecessary; (b) Defining the concepts of health and disease; (c) Evaluating some consequences of the development of medical science and technology; and (d) Understanding the alleged conflict between patients' health needs and their human rights. The scientific, ethical, and policy issues raised by research involving the engraftment of human neural stem cells into the brains of nonhuman primates are explored by an interdisciplinary working group in this Policy Forum. The authors consider the possibility that this research might alter the cognitive capacities of recipient great apes and monkeys, with potential significance for their moral status.

Corporate social responsibility (CSR) is about the moral purpose of business and its proper relationship to society. We map the logical structure of CSR—its canonical core—and identify the view of CSR that is most consistent with CSR as driven by moral purpose as Moral CSR (CSRM). The numerous perspectives of CSR, which we term CSR memes, are complements to CSRM. A meme is an idea or usage diffusing within communities. Moral norms and what we term normatively injunctive warrants are implicit (...) in many CSR memes but have received a relative lack of explicit and systematic attention. A norm is an accepted standard for behavior. A warrant is an authoritative or authorizing instruction for behavior. All CSR memes contain three elements—a corporate actor, a relation, and nonmoral normative warrants, which we term constructive warrants. We argue that any CSR meme should include a fourth element—moral normative (injunctive) warrants linking explicitly to moral reasoning. Through sorting key CSR memes by their epistemological and compositional characteristics, we reveal the paucity of explicit attention to injunctive warrants. We resort memes according to social gains or losses, which are the outcomes of societal demand for and business supply of CSR. This analysis yields two proposed improvements for CSR reasoning. The first is a clearer picture of variable use of the term CSR in extant research. The second is how scholars can incorporate more explicitly moral elements of CSR in future work. (shrink)

Contrary to political and philosophical consensus, we argue that the threats posed by climate change justify population engineering, the intentional manipulation of the size and structure of human populations. Specifically, we defend three types of policies aimed at reducing fertility rates: choice enhancement, preference adjustment, and incentivization. While few object to the first type of policy, the latter two are generally rejected because of their potential for coercion or morally objectionable manipulation. Engineered microbes are of great potential utility in biotechnology and basic research. In principle, a cell can be built from scratch by assembling small molecule sets with auto‐catalytic properties. Alternatively, DNA can be isolated or directly synthesized and molded into a synthetic genome using existing genomic blueprints and molecular biology tools. Activating such a synthetic genome will yield a synthetic cell. Here we examine obstacles associated with this latter approach using a model system whereby a donor genome from H. influenzae (...) is fragmented, and the pieces are then modified and reassembled stepwise in an E. coli host cell. There are obstacles associated with this strategy related to DNA transfer, DNA replication, cross‐talk in gene regulation and compatibility of gene products between donor and host. Encouragingly, analysis of gene expression indicates widespread transcription of H. influenzae genes in E. coli, and analysis of gap locations in H. influenzae and other microbial genome assemblies reveals few genes routinely incompatible with E. coli. In conclusion, rebuilding and booting a genome remains a feasible and pragmatic approach to creating a synthetic microbial cell. BioEssays 29:580–590, 2007. © 2007 Wiley Periodicals, Inc. (shrink)

Syntactic priming in language production is the increased likelihood of using a recently encountered syntactic structure. In this paper, we examine two theories of why speakers can be primed: error‐driven learning accounts (Bock, Dell, Chang, & Onishi, 2007; Chang, Dell, & Bock, 2006) and activation‐based accounts (Pickering & Branigan, 1999; Reitter, Keller, & Moore, 2011). Both theories predict that speakers should be primed by the syntactic choices of others, but only activation‐based accounts predict that speakers should be able to prime (...) themselves. Here we test whether speakers can be primed by their own productions in three behavioral experiments and find evidence of structural persistence following both comprehension and speakers’ own productions. We also find that comprehension‐based priming effects are larger for rarer syntactic structures than for more common ones, which is most consistent with error‐driven accounts. Because neither error‐driven accounts nor activation‐based accounts fully explain the data, we propose a hybrid model. (shrink)

Because of a widespread assumption that cognition in non-human primates is genetically encoded, these approaches neglect how profoundly apes' cultural rearing experiences affect test results.
